American leadership on humanitarian matters, including refugee resettlement, has taken a heavy blow over the last two years.  In 2016, the annual refugee ceiling for the U.S. was set at 110,000. Today, the ceiling has been set to just 30,000 refugees — the lowest cap in the history of the United States refugee resettlement program.
