H.R. 4038, “The American Security Against Foreign Enemies (SAFE) Act of 2015,” fell short of the 60 votes needed to proceed in the Senate with a final vote of 55-43. This bill, inspired by hate and fear, would have foreclosed our resettlement system to vulnerable refugees, including Syrians and Iraqis who themselves are fleeing terror. The vote was close, but the voices of compassion won out.
